Because the energy in a tornado is massive. I guess you could drop a giant bomb (or nuke, go wild!) On a tornado but I’m not sure how, or if that would even stop it, or not do more damage.

What type of shock wave would be used? How would you get into place? How would it not affect the rest of the area you are trying to save?

Just keep a leafblower handy to stop a baby tornado in it’s tracks before it grows.

Jokes aside, I think it is because of how quickly or spontaneously a tornado can form and become too destructive to intervene with as a human being
