Why can we take a drive which has an OS like windows or Linux and just throw it into any regular computer and have it boot but not the same for a drive which has PS3/PS4 OS installed on it and boot it from a computer

The operating system is the interface layer between software and hardware. Consoles have different hardware configurations than PCs, and consequently a PC operating system will not work on a console and vice-versa.
