Why can’t we run the operating systems of consoles on normal hardware

Why can we take a drive which has an OS like windows or Linux and just throw it into any regular computer and have it boot but not the same for a drive which has PS3/PS4 OS installed on it and boot it from a computer

These OSes are specifically designed not to run on normal hardware because they want you to buy the console.

There are actual differences, including firmware like the other comment mentions. The PS3 used an entirely different type of CPU from a modern Windows/Linux desktop. While the PS4 and other newer consoles are more similar to a normal computer, the CPU and GPU are not specific models found in standard computers. The obstacle could be overcome except for the issue where the system isn’t *supposed* to run on a normal computer so it can easily check what the hardware looks like and refuse to run if it’s not running on an Xbox/PS4 etc.
