Why can’t we run the operating systems of consoles on normal hardware

Why can we take a drive which has an OS like windows or Linux and just throw it into any regular computer and have it boot but not the same for a drive which has PS3/PS4 OS installed on it and boot it from a computer

Consoles might use the same components as a PC, but they use a different firmware.
The firmware acts as a middleman between the software and hardware layers and is what allows certain software to run on specific machines. Without this firmware the consoles os cannot run on a PC.
There is a way tho and that is thru emulation. Basically tricking one machine into thinking it’s something else.
