Why can’t you jusr register a domain name yourself?

It’s one of the things I still just can’t get my head around:

Why do you need to yearly pay a company to have them register your domain name? Why couldn’t you do it yourself, like all the other things you do to build a website?

If you remember the ip, you don’t need a named domain. Launch a 5 dollar server on digital ocean and voila there is a running web server that you can access with it’s IP numbers. No one has to use the domain name system to have a website. Type the IP address in any browser’s address bar.

It does work with your home IP but because they change occasionally, that would require extra steps to implement.
