Unless some laws have changed drastically lately they are allowed to use them? It’s just still illegal to threaten people with a gun. I bought some rubber buckshot for fun about 3 years ago at a regular outdoor store and there was plenty of other less than lethal ammunition at the store for sale. I’ve seen it at least two other places being sold, both in different states, and I’m not an especially massive gun nut by any means.
If you want to buy some weird shit and shoot it, more power to you. There’s plenty of YouTube channels where people load all sorts of stuff in their shotguns. I’m not sure where the premise for this question comes from. I’m speaking purely from personal experience here so maybe I’m wrong.
The rubber bullets that most Americans hear about cops using at protest aren’t really bullets, they are closer in size to a 40 MM grenade. This creates two issues. 1) now you,a civilian, need a grenade launcher. Legally obtainable but not easily. 2) there’s still a pretty good chance you kill or cause permanent damage; which can make the legal arguments much more difficult.
