Why did everyone one day decide to have rules for war?

Maybe your “why” is more along the lines of “why would I want to follow any rules when there is a war”.
The answer is basically that those rules are so much to protect enemy soldiers as it is to protect your own.
It’s basically a gentlemen’s agreement of “you don’t torture my guys and I won’t torture yours.”
Doesn’t obviously always work out like that but it’s the best us monkeys came up with
