The short answer is that Argentina tried. The reason they tried was because they had ethnic germans in their borders as well as historic diplomatic ties to the country germany regardless of who was in power. The way in which they tried is that they used diplomatic ties in Spain and Italy to help Nazi officers escape Europe under assumed identities. Some of those that got out settled in other countries, but Argentina undertook a massive effort to transport and conceal officers of the german reich

So it looks like people answered why. As to how, they got a lot of assistance from the Church and the red cross, is my understanding. The red cross shipped a ton of Germans over with fake documents. They weren’t undetected. They just had paperwork saying they were other people.
