To copy a save from one to the other. Also some games have functionality for two memory cards, such as loading characters from both to play as, that kind of thing. But the ability to copy saves is the main reason.

Likely to allow people to transfer data between cards. As far as I can remember, the Gamecube had no internal storage, so if you wanted to move around your save files having two cards in at once was the only valid solution.
