I get that they want to reduce congestion but it seems like they would cause less congestion than either cabs or personal cars. And many airports don’t have good public transportation options particularly if you have luggage.

Airports are businesses that need money. Making it too easy to be dropped off for free will lower their revenue. If ridesharing is a both, more people will drive and park themselves, or use a taxi which some airports also get a fee from.
