I get that they want to reduce congestion but it seems like they would cause less congestion than either cabs or personal cars. And many airports don’t have good public transportation options particularly if you have luggage.

I think the taxi lobbyists play a part in this.
They are very resistant to ride share and make things as inconvenient as possible sometimes.
