Why do airports put rideshare pickups so far away?

I get that they want to reduce congestion but it seems like they would cause less congestion than either cabs or personal cars. And many airports don’t have good public transportation options particularly if you have luggage.

Ridesharing is new. Most airports are old and were already set up for taxies, shuttles and individual drop off/pick up.

Airports were not going to move their shuttles, individual drop-off points or taxi drop off/pick up points to make way for ride-sharing. The taxi companies, bus companies (or municipalities) would be upset. So the ride sharing pickup area was added later.
