During fetal development, the testicles form inside the abdomen of the baby. As the baby grows, the testicles descend down into the scrotum. The scrotum needs to be able to accommodate the developing testicles and provide the right environment for their proper growth and function.

The reason the scrotum appears relatively large in babies is that their bodies are still small compared to adults. As they continue to grow and develop, including their reproductive system, the size of the scrotum relative to their body size becomes more proportionate.
