why do babies throw food on the ground?

Babies are learning about the world, so they are just interacting with it in different ways. The more experiences they build, the more developed they tend to end up. In some cases, they might not actually like the food. In other cases, they are just throwing it like they would throw anything else because they want to see what happens.
As a parent I think the most exact answer is: because they can.
(No sarcasm at all. It’s really them realizing that they actually have a little more control over one aspect of their lives.)
Collectively they have been appointed in the secret order guardians of gravity.
Every minute somewhere in the world a baby has to throw something on the floor to make sure gravity is still working.
