Because pet stores dont care about betta fish, to them they are a product to be sold for a couple bucks to people who will likely frequently return to replace it when it dies and if it dies in the store it’s not a big loss. They cannot be housed together and it would be too expensive to have adequate housing for all of them, more expensive than to just order more fish when they die. It’s a sad world for fish in petstores. And birds. And lizards.

Bettas have a specialized organ that allows them to draw air thru the surface of the water where most fish need the oxygen dissolved in the water, so bettas can be shipped and displayed in small amounts of water because the oxygen is coming from the air. This is also pretty cruel as they don’t live in puddles in the wild. It’s like a puppy can be kept in a closet, but it’s not gonna thrive.

For example goldfish in a bowl, they die before they can even grow. Goldfish is a relative of carp, so they can grow quite big if they’re given the right opportunity.
