Why do CCTV cameras always have extremely poor resolution?

I can’t think of a reason why other than the cost but surely it’s worth the potential to solve more crime

Worked control room at a few museums. Quality was great on most of the cameras, you could zoom in on the tiniest details from the upper corner of a room, but the recalled footage was awful. You’re talking about a system handling file storage for 50+ video feeds, that can handle requests to lookup and snip clips from something that might’ve been reported a few days prior. You’re not gonna get crystal clear footage with demands like that, and you don’t really need it for most use cases.
