Market Segmentation is the term I think.

By licensing shows under certain conditions it becomes cheaper for netflix to offer these shows. They cycle through them and get a huge catalogue that changes in different locations.

In the case of Beastars, from what I can tell, season 2 is only out in Japan, and not every episode has been released. That could be a simple matter of the English translations and dubs not being finished yet.

Because the contracts are negotiated on a per territory basis.

This is because international distribution rights are sometimes sold to a different company than the domestic distribution rights, so each of those companies gets to make their own deals in their respective territories.

netflix doesn’t own the shows. they have to buy the rebroadcast rights from the owners of the shows. the owners of the rights of the shows varies by region. one company will own the rights in north america. another one in europe. you have to negotiate prices with 2 diff companies. is the number of viewers in NA the same as viewers in EU? no. so does it make sense to buy the rights for it in both regions? maybe maybe not.
