Why do colors seem so much more vivid under dark skies compared to under full sun or artificial light?

Cloudy skies yield more blue light in proportion to green and red than sunny or artificial incandescent light. Pigments that reflect mostly blue become more distinct relative to pigments that reflect mostly red as there is more blue light falling on the objects in the cloudy case than the other cases.
