I would need more information but most often when I have seen people mention this it is because they are downloading something and it is being throttled for all kinds of reasons – everyone else on the planet is DLing it at the same time, the source it is coming from can’t upload that fast, it is software that is DLing and installing as it does so etc. For example my DL speed at home is around 650mbps on average. If I download a game on say my Xbox it probably won’t get above 350mbps for all the reasons I listed above, especially as most if not all games install as they DL.
