A couple of reasons.

It’s different people translating the dub and the subtitle, which means the result is different. They also have different aims. For the dub the goal is to have mouth movements look at least kinda-sorta similar to the sounds. For the subtitle the goal is to convey the meaning of what they say in a text that can’t be too long.

The subtitles are likely to be a more direct translation. But for delivery, tonality and cultural nuance you want to take that translation and localize it for the audience. That’s usually where the dubbed audio differs.
