Why do gas burners go from off to high to low? Wouldn’t it make more sense to go from off to low to high?

Depends on the burner setup. My stove you have to go all the way up to ignite, then it is Light->High->Med->Low->off.
I’ve also had stoves that go the way you’ve indicated.
So it’s a manufacturer discretion thing
