Peas are taken out pods but green beans aren’t. What is the reason for this?

The traditional species of plant for peas produces a pod that is tough and fiberous. In general it’s not very good to eat, but other species aka “cultivars” are able to be eaten pod and all; The snow peas or sweet peas are two examples.
