If you have a bunch of squishy circles placed next to each other, there are still some gaps where the circles don’t touch.
If you then squeeze them together the circles deform and close the gaps, leaving you with hexagons.

Because in order to divide an area into smaller parts, hexagons are the solution whith the shortest possible dividing lines
