Skin tone varies with the amount of blood flow in the upper layers of skin, the amount of melanin pigment deposit in the skin, and also other pigments from diet (like carotene, orange cued, from carrots /other vegetables).
Within a error margin, 2 human might share the exact same pigmentation, I would say.
In short the variance in pigmentation has to due with ancestral heritage and what region of the world your bloodline comes from. People in areas with higher sun exposure generally developed more pigment because the melanin in their skin is used to help protect them from the harsh sunlight. In areas where the sun isnt so strong, closer to the poles people are lighter in skin tone.
to address the question of if people can have the exact same skin tone the answer is yes. its rare, but there are a lot of people in the world so it is extremely likely there are a few more people out there who have the exact same skin tone, a few with the exact same eye color/ patterns, and a few with the same finger prints. of them all eye color/pattern is the least likely to have someone the same but it isnt 1/8 billion so there will be someone in the world who does.
