They are not brains, they are small sets of something we call “ganglia”, which are specialised nerve cells that act like very small mini-brains, but they are not smart like actual brains. Humans also have “ganglia”, for example in their elbows and knees, which is why if you touch something hot your hand will pull back before you actually feel the pain. A brain, however, has many more nerve cells, and has specialised parts, and controls the whole body.
