Why do lights at night have uniform streaks around them?

Basically the darker it is in an environment the more prominent these streaks are.

If I understand what you’re describing, those streaks are imperfections in the way your eyes focus the light on your retina. If they’re a sort of star pattern around the light, it’s called astigmatism. A search on that word will bring up explanations and pictures of how that’s caused.
