why do most laptops promise a certain amount of storage, and then when fully set up, nearly half of it is already taken up? eli5

Companies promise the size of hard drive. The operating system and bloatware take up a bunch of space. .
Theoretically if you where to erase the hard drive you would have they space advertised.
Also there is a difference between Mb and MB by about 8bits and it adds up over larger hard drives so it ends up being less than advertised
