Companies promise the size of hard drive. The operating system and bloatware take up a bunch of space. .
Theoretically if you where to erase the hard drive you would have they space advertised.

Also there is a difference between Mb and MB by about 8bits and it adds up over larger hard drives so it ends up being less than advertised
