It’s due to the shape of the feathers on the wings. Specifically, the flight (bigger) feathers closer to the body are shaped such that they produce a vibration that creates the whistling. It’s thought that the sound may serve as a warning signal to other doves.

No, it’s because they have weak vocal cords. When they flap their wings fast, it forces them to puff out air out of there little tweeters.
Kind of like when a cat drops from the table down to the floor, it sometimes forces a little meow squeak out.
