They’re not unique to nuclear power plants, other types of plants have them sometimes too. Most types of power plants burn some fuel to generate heat which turns water to steam. That steam turns turbines which produce electricity. Those power plants have to get rid of excess waste heat somehow, so at the bottom of the cooling towers is a pool of water. The water evaporates and carries away the heat with it. The shape of the tower maximizes surface area for maximum evaporation and maximum air flow.
