Back then in olden times, it was essential to survive first. Reproduction could’ve taken at later time. So, the body releases hormones like testosterones in males and estrogen in females during puberty, which can be attained between 11 and 17 years of age.

Ofcourse there are abnormalities where a child may attain early puberty.

Because you need them to live. Plenty of other organs take time to develop, including the brain, teeth, muscles, etc.

Even the digestive system isn’t fully developed, which is why babies can only eat breastmilk for a few months and it takes up to a year for them to be able to handle solid foods.

Heart, liver and kidneys are essential for living.

Reproductive organs ain’t.

Puberty is when the hormones from your brain “activate” the organs because you’ve reached the age of maturity that your body determines is able to use your reproductive organs.

This happens before anyone is emotionally mature enough to use them, however, because sometimes biology is awful.
