Back then in olden times, it was essential to survive first. Reproduction could’ve taken at later time. So, the body releases hormones like testosterones in males and estrogen in females during puberty, which can be attained between 11 and 17 years of age.

Ofcourse there are abnormalities where a child may attain early puberty.
