why do organs like the heart, liver and kidneys work properly from the day you are born but the reproductive organs are inactive until later in life?

Because you need them to live. Plenty of other organs take time to develop, including the brain, teeth, muscles, etc.
Even the digestive system isn’t fully developed, which is why babies can only eat breastmilk for a few months and it takes up to a year for them to be able to handle solid foods.
