Why do PCs need intake fans?

An exhaust fan takes the air from the case and pushes it out into the surroundings. So wouldn’t that very act of removing air from the case create lower pressure in the case, causing air from the outside to get sucked in, regardless of the existence of intake fans?

You have a big box full of place air can get trapped if air is just pulled in from whereever. This would create hot spots. If instead you move air in and out in a column all the air gets turned over quickly with no hot spots.
