Why do people use rocket fuel instead of nuclear power for spacecraft?

They use ion thrusters for satellites.
The reason they don’t use nuclear power to launch crap into space is because if it crashes or when the equipment reenters the earths atmosphere it has to land somewhere. If country A launches something and it blows up over country B, then someone has to clean it up.
