Why do public busses have no seat belts?

With the local buses in my city, just normal braking and cornering (we have a lot of twisty and hilly roads) is enough to almost throw you out of your seat if the driver is bad enough. Most drivers are fine and drive smoothly, but a few seem to have no idea how much they are tossing their passengers around. Not a fun experience!
