Why do public busses have no seat belts?

I actually asked a bus driver this, and he told me that the law states you only need to wear a seatbelt if you’re travelling more than (I can’t remember what measurement he said, but something like:) 0.5km at a time, and the bus stops and bus stops within that distance. How true this is I don’t know but that’s what he told me.
