Why do public busses have no seat belts?

I do not know “where” is this, but in Europe busses **do** have seat belts.
All busses are devided into 3 categories:
Class 1, City, max speed 70km
Class 2, City and Rural, max speed 80km
Class 3 (coach) Touring interstate, 100km
Every country has different traffic laws, in some the use of seat belt is not obligatory on class 1 because there are people standing anyway, ergo it’s self contradicting.
Mercedes if I recall correctly doesn’t have belts. Volvo does.
But the idea that “it’s big and heavy and slow so it doesn’t need belts” is so totally wrong.
Bus driving is 90% forethought.
Due to the length of the hydraulics (the air has to go from the front brake pedal to the middle where the system is, do a circle and back to the front, there’s actually a time response lag.
And no bus driver wants this.
Ergo all drive carefully and forsee situations, in order to avoid at all costs a hard braking or manoeuvre.
So even in situations were there’s medium braking in strength, people actually hit their head on the front seat.
On hard braking they fly inside the bus.
So belts AND sidearms are needed.
