Why do public busses have no seat belts?

I was in a city bus when we had an accident. I completely slide over (i was on the side bench) and hit my head on the pole. Got a huge bruise.
Idiot thought he could cut off a bus. Now I hold on something when I’m in the bus. May not do a big difference but still do.
