the same reason why when one streamer does something every other one copies them. ex “LETS GOOOOOOOOOOOOOOOOOOOOOOOO”. the sounds are loud, get your attention, draw your focus to the radio, etc. some stations did it, saw success, so others copy.

In the US, it’s the Emergency Alert System (EAS). It literally says that after the sounds. It is only a test. If there were something deemed an emergency/important alert, the system can override a stations broadcast to say whatever the alert is.
