why do radio stations / djs repeatedly play the same smashing glass and siren sound effects all the time?

In the US, it’s the Emergency Alert System (EAS). It literally says that after the sounds. It is only a test. If there were something deemed an emergency/important alert, the system can override a stations broadcast to say whatever the alert is.
