Pressure from the pen compresses the paper causing the paper to rise on both sides. Depending. On the ink used, it can reverse this effect causing swelling along the lines.
A ton of additional things can effect how much it curls. How porous the paper is, whether it is coated or highly smoothed for instance.
On printed pieces, heavy ink coverage on thin stock will curl badly. That’s why you see most heavy coatage done on slick stock. It takes less ink to print on those, so it lays flat.
