Pixel ratios are a relative measure. What actually determines the quality of a video, is the pixel count of the sensor: measured in megapixels. If the sensor only has 10 megapixels, that video is going to look terrible on a 4k monitor, compared to a camera with 16 megapixels. Resolution also isn’t the only factor for quality, exposure is too. Poor lighting means there won’t be enough information to build a proper image.
