Why do some Japanese games have English audio with Japanese subtitles?

I’ve wondered why this was the case. For authenticity, if the game is set in a Western country? To make the game feel like a Hollywood movie?

This is especially curious when it’s a game that has never left Japan. I can’t seem to find the reason.

Because there are lot more people speaking english than jananese in the world. The studio usually only have budget/time to make only one voiceover so they choose english in order to most of their costumers understand it.

The subtitles are far less expensive to make
