Why do some phone charging cables are lower quality than others?

What I don’t understand is what material makes them charge slower than others

There are different things that can cause this. For older phones the actual wires that carry power in the cable are pretty thin and can slow charging. But for newer phones the charger actually turns up the voltage to charge faster. To make sure this is safe, the charger has to talk to the cable and phone before turning up the volts. If the cable you have doesn’t pass this test, you’ll be limited to that slower charge rate.
