Why do some scenes in 2D animation have to be 3D? Even when some of them are pretty easy to draw and animate the movement.

In general, the use of 3D animation in otherwise hand-drawn 2D animated features, is done to save money, or because they believe a 3d effect can accomplish something cooler or faster than what they could accomplish with hand drawn animation.
Hand-drawn animation is expensive, you have to pay a lot of people a full-time salary to be drawing over and over again for months. So, if you can get a chunk of the animation that would be complicated done with computer graphics, it can often save a lot of money.
It’s easy to go, couldn’t they just pay someone else to hand draw that? But often, there’s a budget and they have to figure out where to spend the money on animating the film or series. Money saved by having one part be done with computers, means that money could be spent to hire more artists to focus on a dramatic action scene.
