I’m mostly thinking about the nintendo switch charger and the PSP charger, which both have a thick rubber base that have a few “cuts” at the base of the cable. I never understood what those are and what their purpose is.

They are called strain reliefs. They absorb some of the stress from the cable base being moved around. Without it, the cable would eventually develop cracks then the wires inside will break then the cable will fail.
