To stop them sliding off the hangers in the shops.

You can just cut them off if you don’t like them.

Sometime the neck is wide enough that it falls off a hanger, and sometimes the material is stretchy enough that the shoulders of the hanger deform the drape of the garment (you get those puffy nubbins over the shoulder) and those loops help take the weight off of those points.
