Literally quite the opposite is true. Every time you stretch one, including the very first, you are disrupting its structure (polymer chains) and releasing heat, thus weakening it forever.

I have noticed this my whole life. Rubber bands that are stretched around an object can last for years, while the extra ones I keep in a drawer dry rot in a year or two. This is why I asked the question. If you have actually observed this phenomenon please chime in.
