We do not quite know what causes epileptic seizures or even if there is a single thing causing it. What we do know is that when a seizure happens most of the neurons in the brain will just fire rhythmically to each other until they are unable to do so any more. So any rhythmic signal into the brain may trigger this event. Strobe lights can generate some of the most powerful rhythmic neural signals to the brain. That being said not all epileptic do get seizures triggered by strobe lights. There are also other ways of triggering seizures. And a lot of seizures happens without any apparent triggers.
