The tears are whatever temperature your body is. They may feel warm if your skin is cold. They may feel cold if there is air movement, because water + air movement = heat transfer.

Generally tears are just your body temperature. Your face however can have varying temperature when you’re really upset or blushing which can give the illusion of hot or cold tears. (Cold and calm face perceives hot tears. Blush and stressed face perceives cold.)
